India Population Census 2027 : जनगणना 2027 का पूरा Schedule जारी, House Listing से Population Census तक क्या-क्या होगा?

भारत सरकार ने Census 2027 की तैयारियों को औपचारिक रूप से शुरू कर दिया है। Ministry of Home Affairs (Office of Registrar General, India) की ओर से Gazette of India (Extraordinary) में अधिसूचना प्रकाशित कर House Listing और Housing Census के लिए विस्तृत प्रश्नावली जारी की गई है।

यह अधिसूचना 22 January 2026 को जारी की गई है और यह Census Act, 1948 की धारा 8(1) के तहत जारी की गई है।

पहला चरण: House Listing और Housing Census

Census 2027 का पहला चरण House Listing and Housing Census होगा।
इस चरण में हर घर, भवन और संस्थान से जुड़ी बुनियादी जानकारियां एकत्र की जाएंगी।

सरकार के अनुसार, पहला चरण 1 April 2026 से शुरू होगा और 30 September 2026 तक चलेगा।

House Listing Phase में क्या-क्या जानकारी ली जाएगी?

Gazette Notification के अनुसार, Census Officers निम्नलिखित 33 बिंदुओं पर जानकारी एकत्र करेंगे —

Building & Housing Details

1. Building number (Municipal / Local authority / Census number)
2. Census house number
3. Predominant material of floor
4. Predominant material of wall
5. Predominant material of roof
6. Use of census house
7. Condition of census house

Household Information

8. Household number
9. Total persons normally residing in the household
10. Name of head of household
11. Sex of head of household
12. SC / ST / Other category of head
13. Ownership status of house
14. Number of dwelling rooms
15. Number of married couples in household

Basic Amenities

16. Main source of drinking water
17. Availability of drinking water source
18. Main source of lighting
19. Availability of latrine
20. Type of latrine
21. Waste water outlet
22. Availability of bathing facility

Cooking & Fuel

23. Availability of kitchen and LPG/PNG connection
24. Main fuel used for cooking

Assets & Connectivity

25. Radio / Transistor
26. Television
27. Internet access
28. Laptop / Computer
29. Telephone / Mobile Phone / Smartphone
30. Bicycle / Scooter / Motorcycle / Moped
31. Car / Jeep / Van

Consumption & Contact

32. Main cereal consumed by household
33. Mobile number (only for census-related communication)

दूसरा चरण: Population Census

SansadTV की जानकारी के अनुसार, दूसरे चरण में Population Census किया जाएगा।

सरकार के अनुसार, दूसरा चरण February 2027 में शुरू होगा और process 1 March 2027 तक पूरी मानी जाएगी |कुछ खास mountainous या snow-bound इलाके जैसे Ladakh, Jammu & Kashmir, Himachal Pradesh और Uttarakhand में Population Census पहले 1 October 2026 से शुरू माना जाएगा। Rest of India के लिए March 1, 2027 और snow-bound क्षेत्रों के लिए October 1, 2026 तय किया गया है।

इस चरण में निम्न जानकारियां दर्ज होंगी —

• Age
• Gender
• Education
• Employment
• Language
• Religion

यह चरण House Listing के बाद शुरू होगा।

पहले की Notification को किया गया Supersede

नई अधिसूचना के साथ सरकार ने 7 January 2020 को जारी पुरानी Notification (S.O. 120(E)) को supersede कर दिया है।
हालांकि, उस Notification के तहत पहले किए गए कार्य वैध माने जाएंगे।

Census 2027 की खास बातें

• यह भारत की पहली Digital Census होगी
• Data collection mobile app और digital tools से होगा
• Self-Enumeration का विकल्प भी मिलेगा
• Census 2027 में Caste Enumeration भी शामिल होगी

क्यों अहम है Census 2027?

जनगणना के आंकड़ों के आधार पर:

• Government policies बनती हैं
• Welfare schemes का allocation तय होता है
• Parliamentary और Assembly constituencies का delimitation होता है
• Education, health और employment planning की जाती है

Census 2027 के साथ भारत सरकार ने Data-driven governance की दिशा में एक और बड़ा कदम उठाया है।
House Listing Phase से देश की Housing Condition, Amenities, Digital Access और Living Standards की सटीक तस्वीर सामने आएगी, जो भविष्य की नीतियों की नींव बनेगी।
